Garrison led a rag tag gang which took over a small town after the Second Invasion. He forced the town to work in a local Cobalt mine, mining the ore for shipment to Diana. He tried renegotiating his deal with Diana unsuccessfully, but remained alive. A former gang member named Glenna returned with the Resistance to depose of him. Glenna killed Garrison right outside the mine.
