Phillip was a Visitor aboard the New York mothership. He was one of Marcus' advisors.

Phillip usually accompanied Marcus, along with his other advisors, when on Earth. For example, he was seen comforting Marcus after the assassination attempt, going to Cyrus's coffee shop after Cyrus activated his distress signal ("A Bright New Day"), and going to the FBI office about who bombed the Lyndhurst Warehouse ("Welcome to the War").
Phillip failed the empathy test that Anna ordered every Visitor on the twenty-nine motherships to take. Marcus doubted the test's accuracy because Phillip was one of his most trusted advisors. However, Anna accepted this margin of error and said that she would personally deal with those who failed.
After Anna gathered all of the ones who failed the test, she made each of them take a suicide pill to redeem themselves, resulting in the deaths of all those still loyal to her, including Phillip. ("Pound of Flesh")
