Frank was a member of Glenna’s gang who was placed in the prison of their small town. Glenna returned with the Resistance to overthrow Garrison’s gang and freed Frank. Glenna and Frank deposed of Garrison before turning on the resistance and imprisoning them for Diana. Frank gets knocked out when Ham Tyler set an experimental explosive up on the lock, and Mike Donovan called him close to investigate.
